The world now has an historic opportunity to make significant progress in reducing nuclear weapons—an opportunity that may only last for one or two years.
To make reductions a reality, the United States and Russia should bring their respective arsenals down to about 1,000 weapons each and end high-alert targeting of each other. Furthermore, the United States and China should ratify the Comprehensive Test Ban Treaty.
Those are just some of the recommendations resulting from a recent Stanley Foundation conference that convened a mix of UN diplomats and other officials in Tarrytown, New York, in February 2009. The group examined the first steps toward a world free of nuclear weapons.
